Assuming that your using standard Pull Preview, rather than Ixn Server based Pushed Preview, then out of the box I dont think its possible.
The agent desktop pulls the records from OCS and then the agent desktop dials, there's no routing involved normally, so no way to attach to a VQ.
If your using WDE, I guess you could use the intercommunication.voice.routing* options to funnel your calls through a RP where you could put a some routing with a dummy target with a VQ attached to it to give you some simple counts.
What are you trying to measure that's not available via Campaign/CampaignGroup?
