Correct, by design if no schedule defines a time as Open, it is considered Closed. No need to create Closed schedules for the rest of the time.
Also, Closed overrides Open, so if you have a schedule that is Open all day, and another Closed from noon to one, then between noon and one it will evaluate to Closed.

I'm trying to wrap my head around the Open and Closed Schedule. If I set an open schedule for a group, when the time is outside of the schedule does it default to closed? Do I need to create a schedule that fills the rest of the 24 hours in order for the calls to route appropriately?
