Terraform routing_queue parameter shuffle

    Hello,
     
    We are noticing that the Provider version 1.74.0 often performs what we call "parameter shuffle".
     
    Debug log file has been attached to Case 0003992543 (routing_queue_parameter_shuffle.txt)
     
    This often causes our Development teams a lot of extra time to validate that "no changes" are actually being made.
     
    We also tried adjusting our terraform files to match the shuffle, it still does that.  There doesn't seem to be any pattern.
