I would like to know if changing the service level target for a report affects historical data as well or just new calls after the change?

Changing thresholds and service level targets for queue/media type affects reporting data written from the point of the change forward. If a queue report is run across the time of the change, the right-hand columns will be blank because the data cannot be directly correlated due to the difference in definitions.

As David points out the change won't adjust historical so running the reports prior to the change will show the old service level target and after the change will show the new service level target.
