When an email interaction arrives it is stored in IXN DB and then "moved" to UCS DB when treated.
So your attachments are at the Inbound IXN at UCS DB.
This info is stored as a BLOB field, so you are asking exactly for an UCS API that updates an interaction by updating a field...
