I am not sure if this is a licensing issue or what. I am able to get the Workspace Desktop to send RTCP-XR public reports at the end of the call using the configuration. However, the metrics are not very helpful. Specifically, the QualityEst includes an RLQ/RCQ of 0 and a MOSLQ/MOSCQ of 1.0. This is for g711u codec. The values look like data fill. It is possible it is my lab setup. Any ideas on what to look for?

My problem was that I needed to use a new version of the SIP end point. In the older version the publish messages are generated but 
the quality metrics were not calculated.
