Unfortunately, the definition of Cloud Contact Center is hosted in the Cloud, AKA internet. Now, you could have an Edge device with a stand-alone phone registered to that device, but you would still need to have access to the web to and from the Edge. They could not really be part of the contact center since they can't change status or set wrap-up codes, but they could make and get calls.
