Flow.CalledNumber is a built-in variable. It is populated by the system and read-only.

Since you want to pass a customized value to your 2nd flow, use a Set Participant Data action in the 1st flow and a Get Participant Data action in the 2nd flow.

We are trying to create an inbound flow that sets the Flow.CalledNumber using a string. Inbound Call Flow "Flow 0344", we have an update data task called update data that contains Flow.calledNumber and a variable of 012xxxxxxx and then the call gets transferred to flow "setdatatest". It does not look like the variable persists or is retained once we transfer the call to the "setdatatest" flow.
What we are trying to do:
Inbound call to 0208755xxxxxx (Flow 0344), select option 2 > set Flow.CallNumber to "0108xxxxxxxx" > transfer to another flow "SetDataTest - CVLCC" > route calls based on the Flow.CallNumber.
