I did figure out that you can use Performance>Queues Activity and drill down to a specific queue, click on the Agents tab, and export that data. That CSV does include the Skills assigned to the agents who are members of the queue (active and inactive in the queue).
So, technically, if you want one export with all agents, you could create a queue that you don't use for routing and put all agents into it, then run the export on that queue's view...
