Users are adding numbers into the IC public contacts and checking off allow changes. When they try to go back to edit those contacts the fields are greyed out. What permissions do the users need to have the capability to edit a contact. As an admin I can edit.

I believe if you look under Security and User Rights, there should be a check box for Directory Admin. That should do it.
