I ran into this with SPLUNK once also.
There is an undocumented server parameter: SspHttpsDisable
set the Value to 'yes' and it will only use Port 8088. It does require a restart of provision server to take affect.

First of all, thank you for your contribution.
One of our customer is using an application called (SPlunk), this app is using 8089 over all the network devices.
Business is not accepting any changes in Splunk ports for their own Security purposes.
So, the only available option is to change SSP provision port to another port.
I also tried to add a new parameter in the server parameters called SspHttpsDisable = Yes, it suppose to force the provision to 8088 (HTTP) but no joy.
