Did you try add servername,username and password into your command? I use following one to send "custom notification to handler" from command line:

Hello. I have a customer who is getting a failure from sendcustomnotification. They are executing from a cmd window open as administrator and logged in as an icadmin account. When they execute it they get "Notification could not be sent (4)".
