I don't see an action on your screenshot, but whatever you define there it will execute that in pre-call moment if the record matches your condition. So, yeah, 15 minutes ago last attempt? >> execute the action you've defined.

Maybe worth noting: this will only work for outbound (dialer) calls related to a campaign where you assign this rule to.

Would I assume that GC will review the Phone number pre-call and if called less than 15 min ago it will not dial?
