there is no way to cap the minimum number of sessions an Activity Plan can schedule.
When scheduling sessions, the Activity Planner will create as many as possible to schedule the attendees without impacting service levels.
without knowing the full details and only going off of "Our customer would like to be able to guarantee 200 hours weekly for an offline activity." I'd suggest that Activity Plans are not the right solution to their problem, it might be better to build the set activity into the employee's Work Plan so that the work can be accounted for in the initial schedule generation.
