Hello all, we have reproduced this and are perusing a fix. Here is the quick way to work around it if you find yourself in this situation: switch to the Sort tab, then switch back to the Filter tab.
Intended behavior: If all of the filters on the Filter tab are at their default state (nothing selected) then the Clear Filters option will not appear. If there are any inputs in the filters, the Clear Filters option on the Filter tab should appear.
Behavior we plan to correct: In some situations, if you have user input on the Filters tab, and then switch to the Sort tab, change settings, and choose Confirm while on the Sort tab, next time you visit the Filter tab the Clear Filters option may not appear.
Switch to the Sort tab and then back to the Filter tab to see the Clear Filters option again.

I agree with Miguel here, the best thing to do will be to raise a case with our Care team.
I'm not able to replicate the issue you're having, across multiple browsers, so raising a case will be the best way forward.
