I have read this article (Text-to-speech (TTS) engines overview - Genesys Cloud Resource Center), and I think it may be outdated.
Regarding the phrase "Only third-party TTS solutions are supported in the US East 2 (Ohio)/FedRAMP region."

Is it still the case? Only in those two regions?

This is correct there is only 2 Genesys Cloud regions US East and Fedramp, please see this document. 

As for the support I think you maybe right. I am going to submit feedback on the article to double check and you may want to as well.
