The reason is ranking. The group I support want to offer bids to certain agents first based off of corrective action. So they want certain agents in a unit to get priority over others. They dont want to do it based off of performance or hire date.
Is there any other workaround?

No, this is not possible within the same bid and you can't have 2 bids open at the same time.
What is the reason for the 2 bid windows?
When generating a bid all Bid Groups are evaluated at the same time to offer the best combinations of Work Plans per Bid Group to provide optimal coverage for the whole bid.
When allocating the employee's preferred Work Plan each Bid Group is independent of the each other, while respecting the employee ranking preferences.

The performance and custom ranking/tie-breaker metrics are user-imported values to rank the employees in the organisation's preferred order when processing the Work Plan bid and allocating the employees their Work Plan preference.
These currently have to be imported via the workplanbidranks APIs:
- /api/v2/workforcemanagement/users/workplanbidranks/bulk
- /api/v2/workforcemanagement/users/{userId}/workplanbidranks
- /api/v2/workforcemanagement/users/{userId}/workplanbidranks
For more details on the APIs please take a look at the developer centre API explorer.
You can also use BiD Groups to create sub-sets of employees within the Business Units/Management Units that fulfil different roles ore require different Work Plans and Planning Group configurations.

Performance: What is exactly being calculated to count as performance and is it for a particular timeframe? Are we able to customize this further?
