Yes, this is done from the DX Admin Center.
From here go to Channels and then click either "Chat Buttons (Static)" or "Chat Buttons (Floating)", depending on your preference. From here either create a new chat button or modify an existing one. From this screen scroll all the way down to the bottom. This is where you will find a "Locale" section. The default is to show to all countries. If you prefer to limit, uncheck this box.
That will display a selection like below.
From here you can start to pick and choose either what countries the chat will appear in or, if easier, what countries the chat will not appear in.

Would it be possible to limit what countries the chat window appears in? For example if a product was only supported in certain regions, and so those are the regions that we would want the chat to appear in.
