Permissions are cumulative, so you have to remove the Role that is granting the permission. That's why Claudette said to "create the same role".

I suggest for you to create the same role, remove the routing->Queue->join option, save the new role and assign the new role to the agents you are looking to restrict activate/deactivate option.
