Hi 

We have an agent script that allows agents to read notes from and add to a data table.

The existing and new notes update a dynamic variable which in turn is used to update the table

The mechanism we are using is a data action behind a button once the call is complete - This works fine for me as an admin, but for the life of me I can not find what permissions would allow an agent to do this - We get the spinning wheel of death.

Any help or pointers would be greatly received we've added action view, etc as well as data table update

I don't know much about how Scripts works behind the scenes, but I can tell you that who is running the data action shouldn't really matter.  The data action gets the permission to call the Genesys Cloud API from the client credentials that it is configured to use, no matter what permissions the calling user has.
