Not a direct cost, but based on your user license type and count you have a fair usage "limit" of API queries per month. Assuming you're only going to be using the APIs via an OAuth client then my understanding is as long as you stay within the API query usage limit you're fine.
However if you're wanting someone to be able to use the developer centre to use the API Explorer or other tools, then that person will need a user account with possibly wallboard or higher licenses depending on what APIs they need to use.
LIkewise if you purchase a third party integration through the AppFoundry that uses those APIs, that will also count towards your query usage, and will have it's own costs involved.
