I just tested this in my test org and got the same results as you. I would expect the old value and new value to have the time (in seconds) that was changed. I would recommend opening a case with Product Support for that team to investigate that further. If you do, please let me know what your case number is so that I can monitor this issue internally as well.

Hi everyone,
I recently changed the Timeout Seconds setting for our org under:
Admin → Account Settings → Organization Settings → Settings → Timeout Seconds.
However, in the Audit Viewer I'm seeing the following entry (screenshot/log below).
Could someone confirm if this is the expected behavior or if it might be a discrepancy?
