If I create an app in node.js that subscribes to user presence changes and then creates an Alert notification - toast pop up based upon presence changes. What would be the best way to host that code/app if there are no data center assets/servers available? AWS Elastic Beanstalk or other node.js hosting services?

You're free to host your web apps anywhere you like. Common options are AWS, Azure, Heroku, and many, many other cloud service providers.
