Does someone experience this?

Number plans are already configured, but somehow, getting this error.

A dial plan entry was not found for an outgoing call attempt.
"

Did you run your number through the outbound simulator to see if it actually matches one of the entries?  Can you share the number you dialed?  Remember that Genesys turned off International dialing by default about a year ago.  You might need to turn that on.

Can you check your site for assigned edge devices (probably need to include the Genesys Cloud AWS site) and to make sure you site has access to the media regions where the trunks are coming in.  Also, it look to me like the phone is not in the same site.
