Update on this after further testing, the second campaign will start dialling when it is run by the sequence IF it is using a different outbound queue to the first campaign. This behaviour doesnt match the documention, and if it turns out to be the solution it will require a lot of outbound queues setting up.

Scenario is this - Campaign A set to always on, has a rule set to turn on a sequence when 95% complete. This sequence starts correctly, turns on Campaign B correctly, but no dials take place on Campaign B until all calls on Campaign A have reached their max attemps set in the attempt control rules. Campaign A has a priority of 5 and Campaign B a priority of 4. Any idea why no dials are made from Campaign B when there are no due dials ready (busy wait 15 mins, no answer wait 60 mins etc) on Campaign A?
