Division is likely your most convenient way to partition between the 2 groups. The permission Recording > Recording Segment > View also works with conditions on Users and Queues, but that will mean that you maintain the right set of users or queues associated to each of the 2 groups all the time in such group-specific roles.

One More Question, Is it possible to One Group of members can not view the other group members recording? Restrict Recording view access between Groups. Is it Possible via Roles or Policies without using Division?

Ahhh! Gotcha.
Create a role that has the recording permission (Conversation->Call->Record, I believe) and remove that permission from the default role(s).
Then just give the role to the users who you want to be able to record.

Thanks for your Help. Recording Policies specify which interaction recordings to retain or delete right. But I don't want that, My Expectation is Some Agents call should be record and some agents call shouldn't record. How can I achieve that features via Group of Agents.

In the recording policy, you can select users under "Matching Criteria".
