I have a single user who has created all of our evaluation forms and added many saved questions as templates for ease of use. Unfortunately, no one else can see or use these template questions. Not even me, as an admin. The one who created the question template is the only one who sees the Add Template Question when editing an evaluation form. I haven't found a way to allow us to share these. All prereqs I can find just say the Quality Administrator role, which is already assigned.

I'm not sure of a way to share them. But anyone who has the Quality Administrator role can go into the Evaluation Form and click to edit the question, they will have the Save as template option.
