Odd...if you open the Advanced Preferences in the Desktop App and enable Developer Tools, then Show Console to see the console log, do you see any "howler" messages like

I have confirmed that the Windows settings are enabled.
My set up includes a secure web gateway, anti-virus, and enterprise firewall however, I wonder if there are any allow rules that need to be added.
It's weird, when I test notification from preferences, they work but when I receive actual messages, they never ring or pop up.
