This does seem like an odd behavior. My recommendation would be to open a case with product support UI team to get this issue looked at and escalated, if needed, to the proper channels.

Hello All, curious if any organizations have had this issue.
When our Agents perform a consult transfer, and then the person (consult transfer) disconnects (customer call still ongoing), our Agents are not able to do a subsequent consult transfer. The buttons grey out. Without assuming causality, we have removed the Multi Contextual Panel permission from a handful of agents and they do not experience the issue. Thanks, in advance.
