Are custom attributes (received from a datadip) assigned to calls stored on PC historical store (recordings)? And can we report on them via analytics API?

no, they are not available through the analytics api, but are from the conversations API. So you can query conversations using analytics and then make a call to the conversations api using the conversation ID. note that there is a limit on the conversations api on how far back you can get call data.
