    For the API /api/v2/users/{userId}/routingstatus, it will return same status for the agent under On Phone and Follow Up status.

    Is that any other way, such as checking if the corresponding is disconnect, to distinguish the actual agent status.

    PureCloud doesn't explicitly track things like on phone or doing follow up; it's not part of presence or routing status. You'll need to derive this information yourself.
