Remember that EVERY bit of data in Genesys Cloud is based on UTC, so the actual data is based on GMT time. When you export and you specify a time zone, it will translate your time based on that value and retrieve data based on that specified time zone, so yes, if you agent looking at data or exporting in a different time zone, the data will be different. The Performance Views themselves show up based on the time zone of the browser you are using, which is usually pulling the system time of your local machine and the Windows time zone defined in your system settings. Also, if interactions cross over the top of the hour, you would see different results between the two agents.

Subject: Exported view discrepancy when exported for the present day
I am wondering why there is a discrepancy when interaction view is exported for the same present day by two users from same org but from different time zone.
One user is able to see half an hour old interaction when exported but other user(from different timezone) cannot see multiple old interaction for interaction in the exported view of interactions.
