We have emails that may not be picked up for weeks and wait in the queue. Is it possible to continue the Assignment service beyond 59 days, for example, by re-transferring the conversation to the same queue after 58 days or so?

Not presently, but the new Email Parking or Work Item Routing would be able to work around this.  Email parking should be out later this quarter and Work Items is in limited release now.
