I'm using the outbound dialing upload contact list API (https://developer.mypurecloud.com/api/rest/v2/outbound/uploadcontactlists.html) but keep getting an error saying "Failed to import for the contact list because the custom id was invalid".
If I take the same file and upload it through the interface it appends fine. Can someone provide more insight around what the "custom id" is and why sending a file through the API might be different from the UI?

Without additional details, I'd guess that there's some data in the unique identifier column in your import that's invalid. If you can provide your import file and a correlation ID from the request, I can look at that.

What's confusing is the same file, uploads fine through the UI so I don't see how it's a data issue.... screenshot shown (won't let me upload a csv)

Hm, as far as I can tell, the API itself is working correctly. Could you open a ticket with PureCloud Support to look into this? Be sure to be clear that you're calling the API correctly and that the same file works when uploaded via the UI. There's something within PureCloud that's not behaving correctly, which falls under Support's jurisdiction.
