Yes, there will be a permission that can be added to roles and groups. Using this permission admins can toggle on a per user basis if the user sees the old or the new navigation experience.
The "opt-in" permission will be available from the Beta till the end of the opt-in GA period, until we reach mandatory GA. From then on, all users will see the new navigation only.
The Beta is planned from mid August till late September, and the opt-in GA period is planned to be 1 month long.
There are minor changes planned between Beta and GA, but we also plan to incorporate feedback we receive from internal and external users, so that scope might grow.
GA experience will be locked 2 weeks before opt-in GA, e.g. mid September.
