What kind of grant type do I need to use to use the https://api.mypurecloud.com/api/v2/conversations/messages/{conversation}/communications/1d6246b4-d270-450c-b173-848a006265da/messages

That API requires a user context. The Implicit, Saml2Bearer and Code Authorization grants would work with that API. The credentials would need the permissions conversation:message:create

Is this permission available for PC2?

conversation:message:create requires the Genesys Cloud 3 license.
