Generally, if you are going to place a significantly greater load on the system than normal it is considered a load test since there may be back end resources that need to be increased to handle the new load.
Resources do increase automatically, but not instantaneously, and Dev Support wants to know in advance if there is going to be a sudden spike in activity.
