You would need to remove the External Contacts > Contact > Delete permission from the employee role, and any other role that it may have been given to.

I would like to know if there is a way to lock our XFER queues/contacts from being deleted. Or if there is a way to remove the delete permissions from our end-users so they do not have the ability to accidentally delete/remove any XFER queues that we have in our org.
