I'm not sure if the same PCI masking applies for open messaging, maybe someone else can answer that part.
However if it is open messaging, you have your own middleware that is handling the messaging, you can do what ever you want there, and apply whatever masking you want when messages are sent or received before it gets to Genesys or your website/app, but that is then up to your dev's to code that up rather than being out of the box from Genesys.

For voice transcripts, if enabled at best effort personal information (names, addresses etc) will get masked - see documentation here (https://help.mypurecloud.com/articles/enable-automatic-redaction-of-sensitive-information/)
