    I need to Migrate from Proactive Contact SMS and Email to PureCloud 2 and wanted to know what alternatives I have for this need.

    You can develop with the API so that you can make campaigns of type "agentless" for sending mail and SMS, it would be very complex to go for this alternative.

    Outbound SMS campaigns is in testing and promised to release soon.  Hopefully it will have the tools you need to replace the current solution.
