From what I've tested, this appears to be the expected behavior of the API.
Even when querying directly through the browser or the API Explorer, the questionGroups field is always empty.

It seems that this endpoint only returns the form metadata (id, name, context, etc.) and does not include the question groups.

This appears to be an internal design limitation of the API, which is not publicly documented.

I haven't found any official reference indicating support for expanding the groups directly in this listing.

It might be worth opening a support case with Genesys to confirm if this is an intentional design choice or an issue that should be reported.
