I would have the voice product use the agentless secure pause before and after collecting the voice. You can do this API call from that web service or if they are using a script, run the data action before they open that script page and then enable shortly there after. If you want to make sure that the recording resumes, you could use a data action to run a workflow that enables secure pause, waits for a period of time then unpauses.
