Is there any way to specify a query of certain fields in the contact lists when initiating the batch download. Particularly, can we get all that were answering machine or all that were set to no callable due to a rule.

No, POST /api/v2/outbound/contactlists/{contactListId}/export only accepts the contact list ID. You can request new features and share your use case at https://genesyscloud.ideas.aha.io/.

So basically, you can only export the entire list of 100K+ records, parse through the CSV, pick out the ones you need and then one-at-a-time edit those individual contacts.
