Currently, 9 states are all-party and 7 have special rules and the others are 1-party. United States Recording Laws - Recording Law. Unfortunately, it is hard to determine where a person is by their phone number, but if you have zipcode, you could use that to determine location of customer.

Subject: Recording SFDC Click-to-Dial calls While Adhering to State Compliance
Hello everyone,
Currently we have call recording enabled for inbound calls and dialer interactions. With the dialer interactions, we were able to change the phone numbers in our contact lists to configure two trunks, one to record and one not to record. The dialer portion of our organization is quite small and we are missing out on a number of training opportunities by not recording for the greater part of the business.
Does anyone have any ideas on how to be compliant with state area code regulations in single party consent states from an outbound sfdc click-to-dial perspective?
Thank you very much for your time and consideration.
Respectfully,
Keaton Oberlander
