When making an agent to agent call, the receiving agent fails to answer the call. The call is permanently stuck and cannot be disposed of. All API calls respond with:
Access to Conversation 0debe0a8-346b-419d-9cfc-4329e1a9e77a is forbidden.
The call cannot be cleaned up using the web base pure cloud desktop either. Any thoughts on why this is happening?

does this happen through the client as well?

yes. the same behavior happens even when only using the web based pure cloud agent desktop

This probably needs to do through purecloud support, there is most likely an issue deeper then the api
