You could share trunks with the rest of the organization if you have the trunk or site setup for the correct use of outbound caller ID, but you can't share that DID across the phones, so yes, if you want them to all have the same phone number but be able to supply different OLI for queues and others, then you need a separate trunk with the OLI set to a static number. All the phones can be in their own site and then have that trunk in it.
Now, having written all that, I am unsure how the Prioritized Caller Selection would come into play:
Use the Prioritized Caller Selection feature to configure caller ID information - Genesys Cloud Resource Center (mypurecloud.com)From what I read as I have not used it myself, I would assume you place these phones into a site and don't set a DID on the phone, but use the Outbound Caller ID in the Site to prioritize the OLI. Give it a try and let us know.

We are looking to deploy hard phones to different meeting spaces as standalones so sales reps can place outbound calls on the fly. Our current solution would be to configure a trunk for the calls to be routed through, but I wanted to see if anyone else has done this differently?
Requirements
Inbound: All calls get sent to the "operator", the hard phone cannot ring / nobody will take inbound calls from them
Outbound: All calls come from same number / caller ID to customer
Using a trunk seems a bit excessive but we aren't seeing any other way to accomplish this.
