Hi Kara,
If the users have all the relevant permissions(Access Genesys Tempo), can you check if the users are part of WFM Management Unit? As its a WFM app, this may be causing the issue.
If they are part of an MU and have the relevant permissions, I would raise a case with customer care to investigate what is causing the issue.
