For the benefit of anyone else who stumbles across this thread, after a lot of comparing of emails with the portal and general head-scratching, it would appear that the times are Pacific Time (at least, the times are 3 hours behind my local time, which is US Eastern!) I don't have any evidence or information on whether these will change to reflect DST changes.
Not really an ideas portal thing (I don't think!) but could we have the time zone added to timestamps in the Care Portal? Alternatively (or additionally) have the user profile record the user's preferred time zone and display times accordingly?

The timestamps on the updates to the tickets don't seem to line up with reality! Unfortunately, the timestamps don't include a time zone (perhaps, they should?)
So, does anyone happen to know what timezone is used by the Care Portal?
