Hello Brad,
Thank you for bring this to our attention. We are tracking this issue. Our dev team is working to fix the issue. But we are only seeing this on Neural voice by Microsoft and a ticket has been opened with them. As of now a work around is moving to a non neural voice option. Please let me know if you are seeing it on a different TTS.

In case no one else has seen it, we are experiencing a Sev 1 where all calls to our IVR that use TTS for speech is playing at 5x (guessing). This started around 9:15 AM EST and we are in US-West. Genesys's Status page does not have any mention of it yet and our vendor partner states they have had other customers opening tickets for the same problem.
