I see that behavior when I Delete a user rather than just setting the user Inactive. (I had to refresh the browser page on the policy to see the Unknown User bit).
All I can think of is to go into the People settings and show just Deleted users. If allowed by your organization, you can restore the deleted users, then set them Inactive, and that should restore their names to the Policies (if that's what you really want).

Hi all,
We recently facing issue in policies.
We created policies for specific users and choose type as "do not save recordings"
The problem is ,
1.the users in policies changed to Unknown user after some time.
Is that Unknown User is Inactive user?
For checking that , I added dummy user "A" on that policy and I inactivated him.But it still showing his name as "A".
Main Question is , who is that "Unknown User" ?
2.I can only able to save the policies after removing that Unknown Users.
Any Suggestion please ?
